IBRD Project "Issue of Official Acts for Title to Land in Rural Area and Land Register System Development"

 

The Project commenced on the territory of Ukraine in 2006. At that time, none of the Ukrainian companies complied with the qualification requirements of IBRD and could take part in the tender.  Foreign winners of the tenders, due to the raw materials of aerial survey being a subject of secrecy, contacted AAC for conducting aerial photography.

 

 

 

Hence, in the period

 

  • from 2006 to 2009, by the order of Marmanet Organization & Project Management Ltd and Taldor Computers System Ltd (Israel), AAC carried out aerial photography of 9 oblasts of Ukraine (Kyiv, Chernihiv, Cherkassy, L'viv, Volyn, Zakarpattia, Zhitomir, Rivne, Khmelnytskyi);
  • from 2007 to 2010, by the order of BlomInfo A/S (Denmark), executed aerial photography of 5 oblasts of Ukraine (Odessa, Vinnitsa, Ivano-Frankivsk, Ternopil, Chernivtsi).

 

 

 

Aerial Photography prior to 2007 were performed on An-30 aircraft and RC-30 analog camera system.

 

 

 

From 2007, to replace analog equipment, the use of digital aerial camera systems "Microsoft Vexcel Ultra Cam X"  and "Trimble Rollei AIC Pro 65+", airborne laser scanner "Optech ALTM Gemini" were mastered and instead of An-30 aircraft – Beechcraft King Air C-90A was put into operation.

 

 

 

As early as 2008, in consequence of retooling  the production, AAC became the only company-resident of Ukraine that complied with all the requirements of IBRD set out for the contractor under the Project and secured a victory in the latest public procurements. As a result:

 

  • from 2009 to 2012, by the order of State Agency for Land Resources of Ukraine (currently State Service of Ukraine on Geodesy, Cartography and Cadastre), AAC completed entire range of works (aerial photography, production of digital terrain model, orthophotos, base map and index-cadastral map) for the territory of Crimea, the AR;
  • from 2010 to 2012, analogous works were executed for the territory of yet another 4 oblasts of Ukraine (Donetsk, Dnipropetrovsk, Lugansk, Kharkiv).

 

 

 

Passportization of Automobile Roads

 

From 2006 to 2009, AAC conducted topographic and geodetic surveys for passportization of automobile roads of Ukraine:

 

  • from 2006 to 2009, by the order of the State Agency for Automobile Roads of Ukraine in Mykolaiv oblast – automobile roads of the total length of 456.6 km.;
  • from 2007 to 2009, by the order of the State Agency for Automobile Roads of Ukraine in Kherson oblast –  automobile roads of the total length of 577.5 km.;
  • from 2008 to 2009, by the order of the PJSC " Kievsoyuzdorproekt" – automobile roads of Simferopol-Alushta-Yalta of the total length of 378.0 km.

 

 

In 2009, based on acquired experience, AAC developed the industry standard of digital passport of automobile road "СОУ 45.2-00018112-038:2009", according to which the "Program of passportization of automobile roads of state importance of Ukraine was developed".

 

Creation of Aeronautical Information (ANI)

From 2012 to 2015, AAC created an electronic terrain (approx. 599 thousand sq.km.)  and obstacles (577 manmade obstacles with height of over 100m) database for the ICAO Region 1 (of the Ukrainian territory) required for Ukraine to fulfil its obligations before ICAO with regard to provision of the international and national users with the information about terrain and obstacles in determined volume and guaranteed quality.

 

From 2012 to 2015, AAC conducted topographic and geodetic surveys for certification of aerodromes  of "Kharkiv", "Vinnitsa" and "Bila Tserkva".

 

Airborne Thermal Imaging

From 2014 to 2015, during the heating season, by the order of PJSC "Kyivenergo", AAC conducted airborne thermal imaging (ATI) for the part of Kyiv city (367 sq.km.) in order to remote analyze the conditions of heat networks and improve its georeferenced locations. Furthermore, the specialists of PJSC "Kyivenergo" confirmed more than 70% of the cases remotely identified as emergency areas.

 

Such works are the first of its kind in Ukraine. During its execution, Mi-2 helicopter and Airborne Thermal Imager "TABI-1800" (ITRES, Canada) were used.

From 2000 to 2006, AAC almost annually was  conducting  aerial surveys in the Republic of Turkmenistan: initially by the order of State Committee of Turkmenistan for Geodesy, Cartography and Cadastre and later for Enterprise No.5 of the Ministry of Defense. As a result, aerial photography of Turkmenistan was successfully completed for the area of more than 120 thousand square kilometers.

 

The works on aerial photography were conducted using An-30 aircraft and "TE" and "TAFA-10" analog camera systems.

AAC began to work on the territory of Hungary as a contractor for European company "EUROSENSE Belfotop NV":

Creation of geodetic network and the first topographical map

From 2002 to 2007, by the order of the Ministry of Infrastructure of the Republic of Equatorial Guinea, AAC completed:

  • Creation of Geodetic Network of 1st-class ;
  • Aerial Photography of continental part of the country (over 26 thousand sq.km.);
  • Production of the first in history of the country topographic maps at scale of 1:50,000 for the whole territory and at scale of 1:2,000 for the 32 populated areas.

 

Creation of National Meteorological Service Project

From 2010 to 2012, by the order of the government of the Republic of Equatorial Guinea, together with the leading specialist of the State Hydrometeorological Service of Ukraine, AAC prepared a Project for creation of National Meteorological Service of the Republic of Equatorial Guinea.

 

Creation of cartographic foundation for construction of HPP in the jungle

From 2011 to 2012, AAC completed topographic and geodetic works for engineering and construction of Sendje HPP on the Wele river. Developed by AAC combined method of topographic and geodetic works allowed the production of topographic map in conditions of impenetrable jungle and absence of weather suitable for aerial photography.

 

Geological mapping of continental part

From 2010 to 2013, by the order of the Ministry of Energy, AAC conducted geological mapping of continental territory of the country at the scale of 1:200,000. AAC also carried out the field research of resource potential (3,810 km of geological routes; 4,603 samples of rocks and ores; 26 quarries), laboratory and analytical studies of samples of rocks and ores, compiling of maps of geological content, colligation of all geological studies conducted in the country since 1947.

 

Creation of nautical charts

In 2014, AAC produced vector data of the coast of the Gulf of Guinea for Nautical Charts of the Republic of Equatorial Guinea.

The accumulated experience from carried out works and the equipment being used allowed, in 2011, to begin participating in tenders held by government agencies of the European Union and compete with leading European companies.

 

In 2011, AAC secured a tender held by the National Land Service under the Ministry of Agriculture of the Republic of Lithuania:

  • from 2012 to 2013, AAC completed aerial photography and creation of orthophotos for the whole territory of the Republic of Lithuania.

 

Is particularly noteworthy that in the history of executing similar works on the territory of this country, the aerial photography of the territory bordering with Russian Federation was conducted for the first time by virtue of obtaining the exclusive permit by AAC from the Government of Russian Federation.

 

Creation of Geographic Information System

Since 2012, AAC began to create Geographic Information Systems which allowed the clients to conveniently make use and organize geospatial information received from AAC and other sources.

Within the framework of the "Maps for Sustainable Land Management: Georgia Orthophoto" Project of the Norwegian Mapping Authority:

 

  • starting from 2015, by the order of the Norwegian Mapping Authority and the National Agency of Public Registry under the Ministry of Justice of Georgia, AAC is carrying out works on "Aerial Photography, Production of Digital Terrain Model And Digital Orthophotos for Selected Areas of Georgia" (40 thousand sq.km.) with resolution of 20 cm/pixel.
  • In 2015, AAC completed works for geodata production (aerial photography, digital orthophotos—200 sq.km. and line maps—50 sq.km.) with 10cm/pixel resolution for a part of the territory of Georgia  affected by floods due to the Vere river broke its banks.
